  • Culmen awarded Task Order for U.S. Department of State, Export Control and Border Security Equipment Program

    FOR IMMEDIATE RELEASE WASHINGTON, September 30, 2017 — Culmen International, LLC, an internationally recognized leader in the Nonproliferation of Weapons of Mass Destruction (WMD) based in Alexandria, Va., announced today that it has been awarded a $9.9M Basic Ordering Agreement (BOA) under its contract with Oak Ridge National Laboratory (ORNL) to support the National Nuclear Security Administration’s (NNSA) Nuclear Smuggling Detection and Deterrence (NSDD) Program. The first task order was awarded at $2.9M for the first year in the four year period of performance. Culmen has been performing this work for NSDD via successive ORNL vehicles since 2008. “Culmen International is exceptionally pleased to continue its Outside of Continental United States (OCONUS) forward-deployed support with ORNL to assist this critical NNSA NSDD mission where we engage with international partner Border Guards, Customs officials, police, and nuclear regulatory authorities in the area of radiation detection; assist with training and exercises; conduct site surveys; help with inspection trips as part of the government’s formal acceptance of the radiation detection systems at border crossings, seaports, and airports; and provide on the ground sustainability support after equipment acceptance,” said Dan Berkon, CEO of Culmen International. “This contract allows Culmen to help further NSDD’s mission throughout the world, including locations throughout the former Soviet Union, elsewhere in Eastern Europe, Western Europe, and Latin America and the Caribbean.” The Office of Nuclear Smuggling Detection and Deterrence (NSDD) is an office within the U.S. Department of Energy’s National Nuclear Security Administration. NSDD’s mission is to strengthen the capabilities and commitment of partner countries to deter, detect, and investigate illicit trafficking of nuclear and other radiological materials. The NSDD Partnership is a network of over 100 agencies in more than 60 countries working toward the common goal of disrupting smuggling and preventing terrorist acquisition of dangerous materials. NSDD works with international partner Border Guards, Customs, Police, and nuclear regulatory authorities at international border crossings, including border checkpoints, airports and seaports, internal locations, and other controlled land and maritime borders. Disrupting the smuggling of material out of regulatory control requires a comprehensive approach that produces multilayered nuclear detection architectures and linkages between front-line officers and scientists. NSDD works with partners to establish initial capability and capacity through technical means; maintain capability through joint efforts involving management, operations, maintenance, and training; and mature capability through continued interaction and targeted assistance.

  • Culmen International Supports Humanitarian Efforts in Puerto Rico

    FOR IMMEDIATE RELEASE Alexandria, Virginia, December 2017 - Culmen International supports various local charities, humanitarian, and military non-profits through corporate philanthropy and individual employee volunteer efforts. Culmen employees are encouraged invest in charities through paid volunteer leave, matching donations, and corporate events. In December 2017, Culmen participated in “Adopt-a-Family In Puerto Rico” program. Through this program Culmen employees donated food, toiletries, clothes, household items, and toys for a family devastated by Hurricane Maria in Aguada, Puerto Rico (the Coastal Valley of the West region). Culmen committed to send five monthly care packages to the same family for all of 2018. July 2018 Update. Culmen employees continue to collect and distribute necessary items for a family of six in Puerto Rico. All of the collected items have been donated and packaged by Culmen staff. To-date seven shipments have been sent.

  • Simon Limage Joins Culmen International as Director of Nonproliferation and International Security

    FOR IMMEDIATE RELEASE ALEXANDRIA, Va., March 7, 2018 -- Culmen International, LLC, a preeminent international security and stability firm headquartered in Alexandria, VA, is pleased to announce the appointment of Simon Limage as the company's new Director of Nonproliferation and International Security. Prior to joining Culmen, Mr. Limage served in a variety of capacities in Congress and at the State Department (DOS) , most recently as the DOS Deputy Assistant Secretary for Nonproliferation Programs. In this role from 2011 to 2017, Mr. Limage managed 120 staff and $200 million in global programs that reduce the threat posed by weapons of mass destruction. He played a leading role in removing chemical weapons from Syria and Libya and in the Ebola response. Mr. Limage was the United States Representative to the Boards of the International Science Centers based in Kazakhstan and Ukraine and served as the U.S. co-chair of the Global Initiative to Combat Nuclear Terrorism. He negotiated several security assistance agreements with foreign partners. Also, within the DOS Mr. Limage served as chief of staff for the Under Secretary of State for Arms Control and International Security and was involved in the 2010 Nuclear Posture Review and the Quadrennial Diplomacy and Development Review. On Capitol Hill Mr. Limage served as former Congresswoman Ellen Tauscher’s Chief of Staff and Chief Policy Advisor, managing her Washington and California offices. He also worked for Senator John Kerry on foreign policy, defense, and veterans’ issues. Additionally, Mr. Limage worked as a research assistant at the United States Institute of Peace supporting experts on NATO and the OSCE and has worked as a consultant doing business and proposal development for Engility, CRDF, and Transparency International. Mr. Limage holds a Master’s Degree in Foreign Service and a Master’s in History from Georgetown University as well as a B.S. in International Relations and a B.A. in History from Tufts University. He is a non-resident scholar at George Washington University’s Elliott School in the Institute for Security and Conflict Studies. Throughout his career he has received several awards for superior management and for his role in the removal of chemical weapons from Syria and Libya and for ratification of the New START Agreement.   • Analytic Strategies awarded 5-year IDIQ contract with the SEC providing Quantitative Research Analytical Data Support (QRADS)

The 5-year Indefinite Delivery, Indefinite Quantity award (IDIQ) has a total potential value of over $26 million. Culmen International’s President & COO, Mr. Paul McQuillan, said of the award, “We are excited to assist the SEC in its mission to protect investors and maintain fair, and efficient markets. The award of QRADS further validates our leadership in Big Data Analytics, and software solutions in an enterprise environment.” The company’s role in this effort will be to provide technical analytical Database Management expertise to assist in designing and/or maintaining SEC data sets, ensuring data acquisition, conversion, and interfaces are managed so that the analytical databases are efficiently maintained for use by SEC economists, statisticians, researchers and other users.
