The award was presented at the 23rd Annual Greater Washington Government Contractor Awards® on November 5th, recognizing Culmen’s exceptional performance and lasting impact in global program delivery. The award recognizes Culmen’s project under contract to the United Nations Office for Project Services (UNOPS) to rebuild bombed out schools in Kharkiv, Ukraine, an initiative carried out in partnership with local subcontractor Zhytlobud and an inspiring all-female construction team. Amid ongoing conflict, limited resources, and men deployed to the front line, these women were determined to rebuild their community, learning trades on the job, from plastering to installing windows. Culmen’s Project Manager, Brian McCracken, worked side-by-side with the Ukrainians, navigating supply chain obstacles to source critical materials in a location close to the front line with routine bombing nearby. Culmen will provide lead technical advisors, trainers and services to conduct country specific training. FOR IMMEDIATE RELEASE WASHINGTON, September 29, 2017 — Culmen International, LLC, an internationally recognized leader in the Nonproliferation of Weapons of Mass Destruction (WMD) based in Alexandria, Va., announced today that it has been awarded a $5.6M Task Order under its contract with the Department of State, Office of Export Control Cooperation (ISN/ECC) Export Control and Border Security Program (EXBS). “Culmen International is honored to have this opportunity to support the Department of State and aiding this partner nation with mission critical training,” said Cary O’Connell, Executive Director at Culmen International. “This task order allows Culmen to work directly with the Department of State and our partner nation to further develop curriculum and conduct training related to stemming the proliferation of weapons of mass destruction and their delivery systems.” The EXBS Program works with partner governments to identify regulatory and institutional gaps and to develop resource requirements. The program provides a wide range of technical assistance, from executive exchanges to training workshops to the provision of detection equipment and specialized training for border control and enforcement agencies. The EXBS Program is active in more than 60 countries and its comprehensive approach, flexibility, responsiveness, and interagency approach make it a unique resource for addressing critical aspects of the United States' nonproliferation objectives. Culmen will provide a comprehensive set of training assistance to the partner nation enforcement authorities that will enable them to identify, detect, and interdict proliferation related shipments at official land border Ports of Entry (POE) and in between POE’s. The Program of Instruction will include Enhanced Counterproliferation Awareness, Frontier Border Security and Interdiction, and Commercial Motor Vehicle Interdiction.
