Our AvSec work includes: 

    • Auditing, development of audit methodology, auditor training, and mentoring  

    • User-friendly in-house AvSec audit tool for quality control requirements, tailored to national regulations, in multiple languages, with report production capability 

    • Innovative technology platforms for certifications and equipment management  

    • Creation and management of local and national training centers  

    Title 01

  • Culmen provides border security expertise across multiple USG departments to assist our foreign partners. Our work helps partner countries (ex: Jordan, Mexico, Moldova, and Ukraine, amongst others) protect against weapons of mass destruction (WMD) and other illicit smuggling.  

     

    Culmen’s highly skilled team has decades of experience procuring, storing, transporting, and installing security equipment around the world. This includes checked baggage x-ray scanners, carry-on baggage x-ray scanners, walk-through metal detectors, chemical analyzers, explosives trace detectors, radiation detection equipment, and a host of related equipment at airports, seaports, and land border crossings worldwide. Culmen assists worldwide law enforcement, Border Guards, and Customs officials with surveys of their radiation detection needs, provision of equipment, acceptance and testing of that equipment system, and follow-on sustainability support. Culmen additionally assists our Department of Homeland Security in installing radiation detection systems at border crossings. Our Border Security work includes: 

    • Installation of equipment, including screening and perimeter security enhancements  

    • Site survey, design, regulation, and lifecycle support for screening equipment at airports and border sites globally, including cargo, vehicle, hold baggage, and passenger screening 

    • Implementing airport, green border, terrorist transit, and other models that identify the largest pathway threats  

    • Installation of radiation portal monitors at US airports and some overseas locations where US has agreements to conduct inspections prior to landing in the US

As sanctioned regimes continue to expand and become more complex, a greater focus is needed on providing services to resource-limited stakeholders in both the public and private sectors. Maritime-related capacity-building includes the following: 

    • Sanctions risk mitigation and compliance with UN and International sanctions 

    • Screening vessels and their associated companies (more than mere checklists) 

    • Ships Registries – digitizing processes; enhancing due-diligence to prevent compromises related to dark fleets and sanctions evasion; conducting registry audits; rehabilitation of grey and blacklisted registries 

    • Port Security – enhancing security related to pre-arrival notification analyses; screening of high-risk vessels and sanctions evasion risks; optimizing the ISPS code and cooperative opportunities, vessel search and seizure 

    • Shipping companies – implementation and enhancing trust through effective compliance  

    • Customs – leveraging customs services to support effective sanctions compliance 

    • Installing radiation portal monitors at all US domestic ports
