Threat Reduction Support Center

As a subcontractor to SAIC at the Threat Reduction Support Center (TRSC), Culmen International provides Advisory and Assistance Services (A&AS) support to the Defense Threat Reduction Agency (DTRA) under the Cooperative Threat Reduction (CTR) Program.  Culmen provides research, analysis and program management support to the Nuclear Weapons Safety and Security (NWSS) Program and the Weapons of Mass Destruction Proliferation Prevention Initiative (WMD-PPI).  NWSS seeks to secure Russian nuclear weapons against both international terrorism and internal threats.  WMD-PPI provides border security support intended to stem the flow of illegal weapons trade through border crossing assessments, requirements determination, technology and equipment provision, and training. Culmen also provides logistics and supply chain management support to all CTR programs. 


SeaPort Enhanced

Through the U.S. Navy's SeaPort Enhanced (SeaPort-e) program, Culmen and its team members were awarded a 5-year indefinite-delivery/ indefinite-quantity contract for support services for all phases of weapon systems acquisition and life-cycle support including research & development support, prototyping, acquisition logistics, modeling, test & evaluation trials, and engineering support for the Naval Sea Systems Command, Naval Air Systems Command, Space and Naval Warfare Systems Command, Naval Supply Systems Command, Military Sealift Command, Naval Facilities Engineering Command, Strategic Systems Programs, and the United States Marine Corps.

Naval Surface Warfare Center, Indian Head

Through the SeaPort -e contract, Culmen International was awarded a contract to provide Reengineering Services to the Naval Surface Warfare Center, Indian Head Under this contract, Culmen provides Business Process Review (BPR) expertise and support services to the Naval Surface Warfare Center at Indian Head (NSWCIH) for the reengineering of their Consolidated Stock Point (CSP) operations and inventory management and resupply processes. This process will enable NSWCIH to optimize their inventories to evolving fleet needs. The Culmen team will be involved with all facets of the lifecycle support that impacts fleet resupply and disposition operations to include overarching processes related to spares planning and support, Inventory Management, and other logistics support processes.


Regional Defense Counterterrorism Fellowship Program

Culmen International was awarded a contract to provide professional analytical, managerial, and technical support services to implement, refine, revise and expand the Department of Defense’s Regional Defense Counterterrorism Fellowship Program (CTFP).  The CTFP is administered by the Office of the Assistant Secretary of Defense for Special Operations and Low Intensity Conflict (SO/LIC). The CTFP is designed to educate foreign military officers and selected civilian officials directly involved in the war on terrorism, as such, to build counterterrorism capabilities and capacity of friendly countries, and to provide friendly nations with the tools to enable them to sustain and grow their internal counterterrorism capabilities.  The CTFP is a flexible and responsive program that complements existing assistance programs and reinforces the U.S. Government's efforts to provide targeted combating terrorism assistance.


Defense Security Cooperation Agency

Culmen International was awarded two contracts by the Department of Defense's Defense Security Cooperation Agency (DSCA). DSCA has program responsibilities for sales and transfers of defense articles and services to international customers. Under these contracts, Culmen provides DSCA qualified support for preparation of the annual Foreign Military Training Report (FMTR) and the Regional Center Training Report (RCTR), preparation statistical data for the annual Interagency Working Group report on U.S. Government-Sponsored International Exchanges and Training; and maintenance of the Security Assistance Management Manual (SAMM). In addition, Culmen also provides DSCA’s Strategic Planning Office with contractor support for metrics analytical to assist in the planning, resourcing and assessing of DOD security cooperation programs.
